When the IMB FREEZE signal is recognized, the MCSM counter stops counting and
remains set at its last value. When the FREEZE signal is negated, the counter starts
incrementing from its last value, as if nothing had happened. All registers are accessi-
ble during freeze.

13-4, the register block contains three FCSM registers and one reserved register. All
unused bits and reserved address locations return zero when read by the software.
