RBR Interrupt Enable. Enables the Receive Data
Available interrupt for UART. It also controls the
Character Receive Time-out interrupt.

THRE Interrupt Enable. Enables the THRE interrupt
for UART. The status of this interrupt can be read from
LSR[5].
