When set, the new RM cell events are enabled, and the ABR event routing register is
ignored. This allows separate events for forward and backward RM cells, but routes
the events to the general OAM cell receive queue.
When set, the OAM processing is enabled for ports 0-3. When cleared, OAM cells are
NOT discriminated.
