fragment occupies can be calculated as follows:
If the fragment is not the last fragment in a packet, it will occupy (FRAGLEN / 4) 4
bytes in the internal buffer.
If the fragment is the last fragment in a packet, the number of 4 bytes it will occupy is
as follows:
In case FRAGLEN % 4 = 1, num_4bytes = (FRAGLEN + 3) / 4;
In case FRAGLEN % 4 = 2, num_4bytes = (FRAGLEN + 2) / 4;
In case FRAGLEN % 4 = 3, num_4bytes = (FRAGLEN + 5) / 4;
In case FRAGLEN % 4 = 4, num_4bytes = (FRAGLEN + 4) / 4;
