Maximum Traffic Class Fill Threshold (determines the maximum
number of cells in all queues associated with this traffic class). The
threshold is defined with a granularity of 1024:
Threshold = TrafClassMax(7:0) * 1024 Cells
Combined Threshold of the Maximum Number of Buffered
Cells in the Scheduler Block; that is, all cells which are in the traffic
classes (= cells in the corresponding queues) of the Scheduler
Block for the following cases:

Count of Accepted Cells or AAL5 Units within this traffic class,
