Head of Line Blocking Avoidance
The internal Cell Handler Unit forwards cells to UTOPIA port-specific queues. In case of
a filled queue, queue-specific backpressure is signalled to all schedulers that are
associated to that queue/port prohibiting further cell emits. Thus no HOL blocking can
occur.
