If N is not 0x00, and is less than or equal to 127, the Function Result
is set to 0x00 to indicate SMP FUNCTION ACCEPTED.
For all other cases, the Function Result is set to 0x02 to indicate
SMP FUNCTION FAILED, and the Response frame is limited to the
Response Header and the CRC.
