VTOFF (VME Master Time Off): These bits define the time the VME Master must wait
before re-requesting the VMEbus.

VTON (VME Master Time On): These bits define the time the VME Master is allowed to
spend on the VMEbus. The time on timer is defined in microseconds for the SCT, BLT and
MBLT protocols. The time on timer is defined in bytes for the 2eVME and 2eSST protocols
Once the Tsi148 VME Master satisfies VTON it can then access the VMEbus again based on
the value programmed for VTOFF.
