The System Controller manages all vital blocks of the microcontroller: interrupts, clocks, power,
time, debug and reset.
The System Controller peripherals are all mapped to the highest 4 Kbytes of address space,
between addresses 0xFFFF F000 and 0xFFFF FFFF.
