These 8 bits are used to select any one of the extension registers to be accessed via the
data port at I/O location 3D7h.
These 8 bits always carry the value 2Ch. This is the lower byte of CHIPS vendor ID for PCI
devices. Both bytes of this ID are also readable from the Vendor ID register at offset 00h
in the PCI configuration space.
