Select register.
A 1 indicates that the IMA Frame State Machine (IFSM) for the link 15 is in Synchronized
State. A 0 indicates that the IFSM for the link 15 is in not in the Synchronized State. This
bit is not latched and is reflecting the current state of the IFSM.
