PT(1) (’Congestion Experienced’) may be overwritten by CPU anytime

This field must be initialized to all 0s.
Cell Loss Priority Bit in ATM cell Header
The CLP bit is copied transparently and may be overwritten (changed)
by CPU anytime during segmentation process (new value will be inserted
in the following AAL5 cell generated).
