Purpose: To perform on a series of numbers, derive the effective exponent of the
number largest in magnitude.
Description: This function detects the effective exponent value of the number largest
in magnitude in an array numbers. GR[t] remains the largest in magnitude in the
effective exponent value of all previous numbers. Then compare exponent in
magnitude of GR[r] with GR[t], if the effective exponent of current value (GR[r]) is
smaller than the largest magnitude (GR[t]) in all previous numbers, update the GR[t]
with the effective exponent value of GR[r]. Otherwise, remain the GR[t].
