Starting at the initial Out-of-Sync condition (State 6), the device progresses through State 7 until

Once the In-Sync condition is achieved, failure to detect an FSW causes the EMDP to move to
State 1. Each subsequent failure to detect an FSW at the appropriate time advances the state
machine one step through States 1 to 5. If an FSW is detected at any time before State 6 is reached
