Two lookup tables are used to determine padding bytes during a silence period based on the received CN/SID
packet.
The following CN Lookup Table is located at fixed address in SSRAM B:

silence period. The first byte of the CN packet is used as an index into this table.
128-191 = SSRAM Tone Buffers;
192-223 = SDRAM Silence Buffers;
224-251 = Padding Octets;
252-254 = Reserved;
255 = Ignore CN Packet.
