In this mode, the Timer 0/1 is configured as an 8-bit register with auto reload.

In mode 3 Timer 0/1 is configured as one 8-bit timer/counter and one 8-bit timer, but timer 1 in this mode
holds its count. When Timer 0 works in mode 3 Timer 1 can still be used in other modes by the serial port
as a baud rate generator, or as an application not requiring an interrupt from Timer 1.
