FP VSync (FLM) Delay LSB
In FP mode (FR01 bit 1 is set to 1), this register is effective when FR37 bit 7 is set to 0 and FR37
bit 6 is set to 0. This register signifies the start of FP VSync (FLM) measured from start of CRT
VSync which is programmed in FR31. This allows FP VSync (FLM) to be located in a different
position from CRT VSync. The most significant bits are programmed in FR36 bits 7-4.
