Minimum Buffer Guarantee
This bit field determines a minimum buffer reservation for this
particular queue. The sum of all minimum buffer reservations
virtually divides the total buffer into a ’Guaranteed’ part and a
shared ’Non-Guaranteed’ part.
The minimum buffer reservation offers to granularities depending
on MSB of MinBG(7):

The queue is activated as a ’dummy queue’, but no first
dummy schedule event has occurred.
