(Used for Phy Read and Lock Response.)

For values other than "0", the transmitter uses Priority Arbitration relative to this packet.
Indicates this packet's Destination bus number in 10 bits and the Node number in 6 bits.
These two continuous areas indicate Destination Node address space address.
Writes transmitted data for Quadlet Write request and Quadlet Read response.
