Thermal Cruise mode. When the sensed temperature is over
the target temperature with tolerance, the smart fan duty cycle
will go up until the duty cycle reach FFh.
For Smart Fan II Mode, this temperature is used to distinguish
the FANOUT between Fan Duty Cycle Level 1 and Non-stop
Duty Cycle.
