Carrier 2 Quality high threshold. This 8-bit threshold is compared against the top 13 bits of carrier 1 quality
(CR2Q[15:3]). The threshold is extended to 13 bits by concatenating five zeros above its MSB.
Carrier 2 Quality low threshold. This 8-bit threshold is compared against the top 13 bits of carrier 1 quality
(CR2Q[15:3]). The threshold is extended to 13 bits by concatenating five zeros above its MSB.
