Communication with the power controller interface is established with local Monitor
messages (MON-8) on IOM-2. The following two-byte messages are matched to the
IEPC-power controller status register read and write operations but can be used in
general, too.

After the receipt of a MON-8-command the IEC-Q TE will set the address/data bits and
generate a read or write pulse.
The address bits are latched, and the output is stable until it is overwritten by a new
dedicated MON-8-command. All data lines are connected to an internal pull-up resistor.
