According to the CAN Specification 2.0 Part B, if a transmit operation is aborted due to the arbitration lost or
transmit error, the CAN module continues retransmitting until the transmit operation is successfully completed.
When a transmit operation is failed, the frame can be retransmitted if the SSCj bit (j = 0 to 15) in the
CiSSCTLR register is set to 0, and the frame cannot be retransmitted if the SSCj bit is set to 1.
