This handler is entered when the demo is configured for broadcast
mode (BROADCAST command transmitted by the master). The
handler disables the time out and then outputs the data to its LED
output port.
This handler is entered when the demo is configured for external
mode (CLOCK_LEDS_COMMAND command transmitted by the
master). The handler enables the time out and then outputs the data
to its external output port (PortE, bit4)
